A Shuchi Mitra is a civic-minded citizen who volunteers to devote time and take on the responsibility of partnering with the BBMP to ensure cleanliness of his/her locality/neighbourhood and monitor local conditions of the civic service delivery as prescribed by the BBMP.

About the Program
The Shuchi Mitra is a part of the Citizen Participation program (Nagarika Sahabhagitva Karyakrama) which is to be rolled out along with intensive training and technology support. Shuchi Mitras will be selected per Block in a particular ward, with 2 selected persons sharing the role. Therefore 2 Shuchi Mitra’s will be allotted per block. [Ex. A ward with 20 blocks will have 40 Shuchi Mitras registered].
The position of the Shuchi Mitra is voluntary and unpaid.

WHO IS ELIGIBLE TO BE A SHUCHI MITRA
A Shuchi Mitra necessarily needs to be:
  A civic minded citizen who has preferably been engaging with the solid waste management system in his/her ward
  Be apolitical
  Be known and seen to be proactive on civic issues of the locality
  Be able to volunteer & commit time to the daily requirements of the program
  Agree to abide by the framework of the Program

ROLES AND RESPONSIBILITIES
The role of a Shuchi Mitra is to carry out the performance appraisal and provide feedback, He/She is required to:
  To commit 1.5 hours a day – starting 6:30 am (1 hour during collection time) and then at 2:30 pm (0.5 hour during de-mustering)
  Update data regarding their block, regularly via the Clean Bengaluru app, that captures the following:
• Mustering & De-Mustering of men & material on a daily basis for the designated number as per the Contract and as advised by the BBMP Official in-charge
• Record the vehicle number, type and stream of waste that is collected
• Visual cleanliness of the ward (presence of black spots)
  Help and guide other residents towards creating awareness on segregation at source within the block


PROCESS OF SELECTION

Each Block must have ONE DESIGNATED and Selected Shuchi Mitra and one person as shortlisted back up’s in order in case the Primary Shuchi Mitra is unable to attend to his/her duty. Each ward has blocks ranging from 10-50 based on the number of residential and commercial units. The city currently has 3953 blocks, each of which will be allotted two Shuchi Mitras. In addition to this, for management of the team and training, from the selected team of Shuchi Mitras, 1 (one) Warden will be identified per Ward and 1 (one) Zonal Co-ordinator per Zone.

The process of seeking Shuchi Mitras will be on recommendation of:
• Resident Welfare Association
• Citizens living in the same block
• Members of the Ward Committee

The list of name and contact details of all Shuchi Mitras will be publicly available on the BBMP website.

SCREENING PROCESS:
• Registration will be done online only and allotment by block will be done on a first come first serve
• If we receive more than two entries for a particular block, the Shuchi Mitra will be re-allot to an another block (if there is a shortage) within the same ward


IDENTITY AND SUPPORT PROVIDED BY BBMP
The Shuchi Mitra would be given a log-in password to update data as per a prescribed format so the Zonal team can have daily data available at City level per ward and coordinate and confirm the same with the data received by the officials.

Each Shuchi Mitra will also be given:
• An official Badge and Lanyard and a cap
• A Certificate designating him for the specific Block
• A Log-in ID and password to access the app
• A guidebook/manual to understand process, roles and responsibilities


APPLICATION PROCEDURE
1. All applications will be made online - REGISTER HERE
2. The applicant has to provide 3 ENDORSEMENTS - 2 Citizens (RWA Member or other Residents of the block) who have known the applicant for minimum 2 years, and a member of the Ward Committee. In the absence of a ward committee, the endorsement shall be given once the committee is formed. Letters of endorsement must be uploaded with the form– (DOWNLOAD FORMAT HERE)
3. The applicant has to upload his/her Address Proof (Passport / Adhaar Card / Voters ID / Driving Licence / Phone bill)
4. The applicant has to upload his/her ID Proof (Passport / Adhaar Card / Voters ID / Driving Licence)
5. The applicant should identify his or her block within the ward ( REFER KEY MAP HERE)
6. Post the application, the BBMP will issue a Letter of appointment which will be for a period of 12 months which can be extended as decided by the BBMP
7. Once assigned the Shuchi Mitra will be required to sign the Letter of Consent and Decorum of Participation
8. The BBMP can terminate any Shuchi Mitra’s services, if they do not act in accordance with the requirement and decorum of Participation
